PETD

PETD was a near breakout from a deep base and down sloping handle that is probably not very well formed in the O'Neil universe, therefore not a good breakout candidate. One thing I wanted to point out here is the increasing number of energy stocks on the new highs list (this is an independent driller), and I suspect that oil companies that are not involved in off shore drilling could see a lot of benefit from the troubles the offshore drillers are running into now.
